In New York, having a job, or 2, doesn’t mean having a home.  In Atlanta, being a homeless mother with children doesn’t mean having access to Kasim Reed’s $3.3M Innovation Delivery Team.  The second announced reason for this team’s existence, its raison d’tre, is to decrease the number of homeless people on the streets of Atlanta.  The team’s first charge is to improve customer service with the business community or some such gobbledegook.  Charles Dickens would marvel at the similarity of Reed’s Office of Circumlocution with the one he gave us in LITTLE DORRIT. 

 

The title of the front page New York Times article, September 18, 2013, reads, “In New York Having a Job, or 2, Doesn’t mean Having a Home.”  The following paragraphs are quoted from Mireya Navarro’s article,

 

“In 2004 Mayor Michael R. Bloomberg unveiled an ambitious plan to reduce the city’s homeless population – – then 38,000 – – by two thirds in five years.  The plan envisioned shifting dollars away from the shelter system to create low-income housing with social services.

 

“To make the shelter system less inviting, the city also stopped giving homeless families priority for public housing and made it harder for those who left the system to return. 

 

“In 2011, when state and federal support were withdrawn, the city ended a program that gave rent subsidies for up to two years to help families move out of shelters and into their own apartments.

 

“Now the number of shelter residents hovers around 50,000, according to the City’s Department of Homeless Services.  More than 9,000 are single adults and more than 40,000 other residents are in families, including 21,600 children.  The average monthly cost for the government to shelter a family is more than $3,000; the cost for a single person is more than $2,300.

 

“Linda I. Gibbs, Mr. Bloomberg’s deputy mayor for health and human services, said there were no local resources to keep up with demand for subsidized housing after both federal and state money dried up.

 

“Advocates for the homeless say the city should restore housing assistance for shelter residents, including giving them priority for public housing. 

 

“But in an interview, Ms. Gibbs reiterated the Bloomberg’s administration’s long-held position that more benefits only attract more people to shelters.  ‘That drives more demand,’ she said.  ‘It’s a Catch 22.”

 

About two years six months ago, Bloomberg money, ostensibly to help homeless people, was given to five deserving cities in the US.  Atlanta was one of the five; Kasim Reed received for the City of Atlanta $3.3M to be spread out over three years.  I, Jim Beaty, am in touch with some pretty good researchers, people who daily watch for bad people giving other bad people money.   Today is September 19, 2013, and the days dwindle down to a precious few, September, November, December.  Two and a half years have slipped by since the birth of the $3.3M Innovation Delivery Team.  And my researchers can’t find a piece of evidence that $1 of the Bloomberg money has benefitted a homeless person in Atlanta.  The hundreds of women who have passed through The Pine since July, following the slamming of the Gateway doors, certainly have not benefitted from the Bloomberg millions.

 

What are the “innovations” that have been initiated by this team of divas?  What has the team delivered?  When was it delivered?  To whom was it delivered?  What, where, when and how will the ONE HUNDRED THOUSAND HOMES PROGRAM kick into place?    

 

Bloomberg’s shelters in New York tonight will have 50,000 homeless people.  There were 38,000 the day he initiated his “ambitious plan” in 2004.  Some decrease.  Three representatives from Reed’s $3.3 Team met with three Task Force representatives several days ago.  Hoping to push the HUNDRED THOUSAND HOMES PROGRAM, one of the reps asked over and over, “Are you saying you don’t want to house the men at Peachtree Pine?”  The Task Force response over and over was what can you do to relieve the crisis in Atlanta with homeless women and their children?  The three-hour breakfast ended as usual, a waste of time.

 

What is the whole truth?  The $3.3M team wants the men at Peachtree Pine and all visible homeless people off Peachtree Street , out of sought, out of mind.  The $3.3M has its own agenda and its “innovations” do not include assisting women and children.  Those folks are not as offensive as the chronically homeless man.  Debi Starnes, Gateway board member has a long range plan for homeless women: “Tie their tubes!”

 

Atlanta is a City too busy to hate.  Is also too busy building a streetcar named disaster and stadiums and Ferris wheels to care for its broken and wounded homeless women and children.

Daniel and his three Jewish buddies, Shadrach, Meshech and Abednego are vegetarians and do not eat King Nebuchadnezzar’s cheeseburgers or French fries. The four are captives taken from Jerusalem when the Babylonians burned the Temple, leveled the palace and carried 10,000 Jerusalemites off to captivity in 587 b. c. e. Nebuchadnezzar is a butcher and a self-proclaimed doer of all good. Any wonder he had bad dreams. He called in all his wise men, downtown geniuses, soothsayers, priests and anybody he could find who might interpret a particular dream. Because Daniel and his three buddies were brighter and stronger than the Babylonians around them, King Nebuchadnezzar placed the four men in his service. Because Daniel tells the king his dream and the dream’s meaning, he is well known in the kingdom as an interpreter of dreams and strange events.

Chapter 5 of the Book of Daniel in the Hebrew Bible, (Jewish theologian Marc Ellis correctly calls it The Older Testament,) relates this story of King Belshazzar and how the fingers of a man’s hand write words on the wall. If you enjoy a chilling story, read on. If you are a practicing member of the TEAM GOLIATH conspiracy, you might not want to read any more. If you love justice and pray that somehow, somewhere, someday it may prevail, read the fifth chapter of Daniel. Babylonian King Belshazzar is Nebuchadnezzar’s grandson, not his son as Daniel reports. Chapter 5 describes how Belshazzar gave a great banquet for a thousand of his nobles and drank wine with them.

Belshazzar’s party brings to mind Herod’s Antipas’s party where John the Baptist’s head is brought in on a platter at the request of Salome. My blog entitled “The HAG Delivers Again” features a similar Shirley Franklin party where Debi Starnes is urged by the Mayor of the golden tresses to bring in the head of the troubling, Anita Beaty, the truth-teller who refuses to obey the empire. This is a Swiftian modest proposal. It’s called satire and not history as some moron at Franklin’s City Hall implied. That is a blog I posted on 13 April 2009, entitled, “The Hag Delivers Again.”

Daniel 5:8 reads, “Then all the king’s wise men came in, but they could not read the writing or tell the king what it meant. So King Belshazzar became even more terrified and his face grew pale. His nobles were baffled.” The word “baffled” is a synonym of A. J. Robinson’s word, “mystified.” He used that with a reporter from the ATLANTA JOURNAL CONSTITUTION in responding to Debi Starnes’ invention years ago that a “lice-infestation” was occurring at the Peachtree-Pine Community. See my piece entitled, “What’s In A Middle Name?” posted on 19 April 2011.

At Belshazzar’s party the nobles are baffled. At Central Atlanta Progress the noble A. J. Robinson is “mystified” by the report. Those of us who follow Starnes’ yarns were not able to “interpret” Robinson’s word: “mystified.” Was good A. J. confused by the Homeless Czar’s lie or by the possibility of a lice infestation. Whichever, Fulton County Health Department set straight the record by refuting Starnes’ fabrication saying to the press that there was no infestation of lice present or past at The Pine.
Belshazzar read the handwriting on the wall, “MENE, MENE, TEKEL, UPHARSIN. Daniel came and interpreted,” verses 26-28 of Chapter 5: “God has numbered the days of your reign and brought it to an end. You have been weighed on the scales and found wanting. Your kingdom is divided and given to the Medes and Persians. Daniel 5:30 closes the book on King Belshazzar and his particular chapter of the empire, “That very night Belshazzar, king of the Babylonians, was slain, and Darius the Mede took over the kingdom, at the age of sixty-two.”

Suddenly the fingers of a human hand appeared and wrote on the plaster of the wall, near the lampstand in the royal palace. The king watched the hand as it wrote. His face turned pale and he was so frightened that his knees knocked together and his legs gave way.

Is the handwriting on the wall? Will a jury of their peers hear evidence that exposes Central Atlanta Progress, (CAP); Atlanta Downtown Improvement District, (ADID) and Manny Fialkow’s Premium Funding Solutions of TORTIOUS INTERFERENCE and the RICO Act RACKETEERING against a HOMELESS shelter? Will the trial set for November 4, 2013 really take place? Will the lampstand in the royal courtroom reveal the conspiracy? Is the handwriting on the wall? Could power brokers and movers and shakers who have dodged being deposed for two years have to face a jury of their peers? Is the handwriting on the wall?

Will thousands of documents sent back and forth between the City of Atlanta and all the accused bubble to the surface of this cesspool? Is the handwriting on the wall? The principalities almost always win; however, empires crumble, always. Your good ole boy system in Atlanta runs deep and wide. But on rare, very rare occasions, justice prevails even in Atlanta. We still have two boxes, the jury box and the ballot box. Somehow, just somehow perhaps, justice will prevail. Oh, Lord, what a morning when the stars begin to fall.

My friends, some of my neighbors and several of my relatives chide me gently for my speaking of “God’s burning rain,” Atlanta as “Sin-City,” “when the stars begin to fall,” and now Daniel’s “handwriting on the wall.” I know that the City of Atlanta has the protection of a federal judge in a ruling called sovereign immunity. Of course the City as a tool of TEAM GOLIATH carries the club’s water. The Club’s water carrier has to be protected too.

Everyone knows you can’t sue the king even when he murders two of his wives. And if every judge in the EMPIRE renders the principalities and powers “IMMUNE,” there is still a higher court. There’s Jim Lee Scott’s and Dr. King’s arc of the universe. The hundreds of women and children homeless and helpless on the streets of Atlanta INDICT City Hall, City Council, the Innovation $3.3M Delivery Team, The United Way, The Gateway, The Gateway Board of Directors boasting such luminaries as Jack Hardin and Little Miss Debi. Is the handwriting writing on the wall?

Emory University and Emory Health Care, Inc. face a similar lawsuit in the Superior Court of DeKalb County. The charges they face are basically the same as those of the downtown conspirators. Emory is by far the largest member of TEAM GOLIATH. How could snow-white Emory be involved with disappearing a shelter near downtown Atlanta? Emory Hospital is located almost directly across the street from The Pine on Peachtree Street. Many of the uppity ups in the Emory hierarchy break out in hives at the thought of Peachtree Pine being located so near. Its food court is off limits to any of the residents of the Peachtree-Pine Community. And closely following Emory’s hatred of Black men surfaces its love for a 96,000 square foot property facing on hallowed Peachtree Street. Is the writing on the wall? The connections between Emory and the nun-run Mercy Housing, Inc. and Central Atlanta Progress and Manny Fialkow and the SOVEREIGNLY IMMUNE City and Emory University and Emory Health Care, Inc. are a matter of record. Is the handwriting on the wall?

The King James 1611 translates the chilling words, “You are weighed in the balances and found wanting.” The NIV reads, “You have been weighed on the scales and found wanting.” The scales of JUSTICE never balance for conspirators such as TEAM GOLIATH. Is the handwriting on the wall? The most recent atrocity of TEAM GOLIATH flooding the streets downtown with homeless women and children is beyond description. Emory Health Care stands accused by innocent little children who don’t know where they will spend their next hour. The Gateway Board of Directors closed its doors to ready itself for the men at The Pine when Manny Fialkow and our judicial system finish the job of stealing the building. (See my piece, (“Naboth’s Peachtree Pine” posted October 26, 2011) The nuns of Mercy Housing, Inc., a huge arm of the conspiracy, have joined hands with Horace Sibley and Manny Fialkow to force Peachtree Pine into foreclosure. One nun wrote (I have the e-mail) that the City of Atlanta will be in Mercy Housing’s debt for helping to put them in foreclosure. Imagine the NUNS of mercy and MANNY FIALKOW as bedfellows. Is the handwriting on the wall? Oh, Lord, what a morning!

Rector Hoare

 

Since mid July homeless women and their children have been turned away from The Gateway facility in downtown Atlanta, Georgia.  In public and in “secret” meetings Dr. Vince Smith, director of The Gateway , is said to have reported that The Gateway facility by order of its board of directors will become a homeless facility for men.  What is the thinking?  What is the rush to empty The Gateway?   

 

 Reliable sources say that The Gateway is gearing up to take the 400 men now residing at Peachtree- Pine.  This will happen, ostensibly, when the twelve-year old conspiracy succeeds in taking the building and “throwing them out.”  According to A. J. Robinson of CAP that’s Manny Fialkow’s job.  Robinson wrote that in an email to administrators at Emory University/Emory HEALTH Care, Inc.

 

 Do these Gateway experts not know that the trial against Central Atlanta Progress, Atlanta Downtown Improvement District and Emanuel “God with us” Fialkow is set for November 4, 2013 in Fulton County? (The Emory conspirators are being sued in the State Court of Dekalb County.)  I heard Vince Smith say that the Peachtree-Pine facility “could possibly be closed down within a fortnight.”  He uttered that monumental miscalculation at a HAG meeting at North Avenue Presbyterian Church two years ago.  Today’s date is September 5, 2013. The ten men from Peachtree-Pine who heard Dr. Smith’s “prediction” have given him the middle name “fortnight.”  We lovingly refer to him as Vinny “fortnight” Smith.”

 

The TEAM GOLIATH Conspiracy has busied itself “closing down” Peachtree Pine since it opened in November of 1996.  The year is 2013 and November is 60 days away.  That makes 17 years.  Closed down?  Not close!  All public and almost all substantial private money has been stopped since 2010.  Donations totaling millions of dollars have been stopped by TEAM GOLIATH interference, TORTIOUS INTERFERENCE.  Horace Sibley as the chair of The Atlanta Commission to End Homelessness visited some of the members of St. Philip Episcopal Cathedral and the $30,000 annual contribution from that long-time donor stopped.  That “Commission” was one of Mayor Shirley Franklin’s creations.  That trophy sits alongside her Pothole Posse.

 

 Incidents of TORTIOUS INTERFERENCE are legion.  TORTIOUS INTERFERENCE is against the law.  Laws have been broken for years by members of the TEAM GOLIATH Conspiracy.  And the tightly knit cabal that has operated for years commits RACKETEERING, and that qualifies these law breakers to be scrutinized under the RICO Act.

 

Of all its egregious atrocities committed by TEAM GOLIATH conspirators against homeless people, the present crisis abusing homeless women and their children best defines Atlanta’s corrupt leadership.  We live in a city that received $3.3 million from Bloomberg’s coffers, ostensibly to assist homeless citizens.  Where did that money go?  Are the salaries of Mayor Reed’s blue plate Lexus Nexus Divas paid with that money?  The City’s latest monster is misnamed The Homelessness Innovation Delivery Team (or something like that).  What does it deliver?  When does it deliver?  To whom does it deliver?  Does the nine-month pregnant woman dismissed from Emory Hospital and told to come back in a week get delivered by Bloomberg’s $3.3 million?  The second “use” for that Bloomberg money in Atlanta after creating “better customer service for businesses” is to decrease the number of homeless persons on the streets.

 

The Atlanta Task Force for the Homeless staff and volunteers during the past three days, September 2, 3 and 4 has delivered in a rented van 73 women and children to the Salvation Army and The City of Refuge.  These facilities are now packed with Atlanta citizens who have no place to go or to be.  This morning, September 5, 2013, 5 mothers and 10 children are in the waiting room of the Metro Atlanta Task Force for the Homeless.  There is literally no place for these 15 people to go.  Where is Atlanta United Way?  Where are the nuns of mercy?  Where is the board of directors of the model shelter, The Gateway?  I understand that Horace Sibley and Debi Starnes are still leaders on that board.  So is the powerful Jack Hardin.  How do these doers of all good explain the train wreck they oversee? 

 

As I write this piece, several people representing Mayor Reed’s  Homeless Innovation Delivery Team is meeting for breakfast with Task Force staff and one Task Force board member.  Yesterday, a female Episcopal priest came to Peachtree Pine with no introduction and with no appointment.  She admitted she was sent by the Innovation Team. ( I’ll refer hereafter to this group as the $3.3 Team.)  This visiting priest saw women and children languishing all over the place at Peachtree Pine.  I wonder if this priest knows Rector Hoare of the Varsity Grill Episcopal Church?   

 

Nine days ago a pregnant woman was put out of Emory barely able to walk onto hallowed Peachtree Street. Perhaps she and her baby qualify for a few pieces of that shameful  Bloomberg money.  Mayor Bloomberg’s own words leave him standing there indicted with his fruit of the looms gathered about his fat ankles.  This woman was helped by two kind security people at Emory Hospital who drove her the three blocks back to Peachtree Pine.  I pray that those two Good Samaritans will not lose their jobs at Emory.  Another Good Samaritan, a former resident at The Pine who volunteers regularly placed this pregnant woman and her other children with a kind family from one of the churches along the Peachtree Street corridor.  On Tuesday, September 3, a week passed since she was dismissed from Emory to the streets.  Note the cruel irony in the name of this office of circumlocution, The $3.3M Delivery Team .

 

Note please this is not Bangladesh or New Delhi or Columbia, S. C.  It’s Atlanta, the City too busy to hate, the home of Dr. Martin Luther King, Jr. and Atlanta Downtown Improvement District, Inc.  Oh, how we do improve!  Homeless women and children sleeping under bridges and eating out of trash cans.  Joe Beasley has said it before and just might say again, “It’s time somebody went to jail.”  What do Shirley Franklin and Renee ($414K) Glover allow concerning this atrocity committed against homeless women and their children crisis?
